Jürgen Volkert is Professor of Economics at Pforzheim University. He is responsible for the compulsory optional subject “Ethics and Social Responsibility”. From 1996 to 2000, he was scientific managing director and researcher at the Institute for Applied Economic Research (IAW) in Tübingen, where he led projects on poverty and wealth reporting for the Federal Ministry of Labor and Social affairs, on social and environmental policy for the Federal Ministry of Economics, and on labor market experiments in federal German states. In 1999 and 2000, he received a GAAC post-doc grant to participate in a research exchange with the Massachusetts Institute of Technology (MIT) and the Berlin Social Science Center (WZB).
He earned his doctoral degree from the University of Tübingen with his dissertation on “Safeguarding Subsistence Levels in a Market-Based Democracy: Normative Claims, Economic Rationality and Social Policy Reality”. Before studying international economics at the University of Tübingen, he earned a bachelor’s degree in business administration at Berufsakademie Stuttgart. His work focuses on poverty research, developmental economics, ethics, and the research on sustainable development.

For more than two decades, Jürgen Volkert has studied the interactions between ethics, economics and politics in the areas of poverty and sustainable development. His analyses often draw on Nobel Prize-winning economist Amartya Sen’s capability approach. For instance, while directing an IAW research project, he used the capability approach as a theoretical framework for the second and third poverty and wealth report of the German federal government. This was one of the capability approach’s first applications in an affluent country. More recently, Jürgen Volkert has expanded this perspective to global questions of human development, poverty and social sustainability. He has placed special attention on economic and ethical potentials, conflicts, and limitations of corporate activity when pursuing sustainable human development. An example was the GeNECA project, which studied justice and sustainable development using the capability approach. It was commissioned by the Federal Ministry of Education and Research as part of their funding priority Economics for Sustainability. For GeNECA, he worked with an IAW team in an association of researchers from the University of Munich’s Faculty of Philosophy, the German Institute for Economic Research, the Helmholz Centre for Environmental Research, Leipzig, the Helmut-Schmidt-University Hamburg and an international project advisory board. He focuses on on the possibilities, conflicts and limitations of corporate contributions to human development and on the political and non-governmental rationality of sustainability strategies. Since 2016, he is leading a project based on exploratory learning and research about the „Situation and Integration of Refugees in Germany“ in cooperation with the IAW and the Global Ethic Institute at the University of Tübingen. The project is mainly based on qualitative methods. This combination of theoretical analysis and quantitative and qualitative methods also shapes his more recent work, including studies on the theoretical conception of sustainable human development, on the development of a meaningful measure of wellbeing, in the context of the German parliaments’ Enquete Commission Growth, Prosperity and Quality of Life, on white-collar crime, on poverty and wealth reporting and on development economics.
